Hi Susan,

I can't say I've tried this.  But based on maps, I think the road in 
question is "Horse Canyon Road", which becomes Forest Rte 27S11 closer 
to the spring.  It looks like Horse Canyon Road can be accessed via Dove 
Springs OHV area, which has an entrance on Highway 14.  But again, I 
haven't tried this -- there may be gates in the way.

The BLM has some information about the OHV area on their site: 
https://www.blm.gov/visit/dove-springs-ohv-area

In particular, they suggest calling the Jawbone Station Visitor center 
with questions about the area, at 760-373-1146.  Maybe they'll have a 
better answer.
