It really depends on the place. What are your options? Some places you might resonably expect to find support and credenciales may have none. Give us a clue where you might start. The differenct Caminos and different cultures of the Autonomias have an influence. Camino Frances? Pick a large town. Camino del Norte? Probably should be specific. You can get a credencial in Madrid as you pass through, assuming you might be flying into Madrid.
