[Gocamino] Obtaining the credencial in Oporto, Portugal

The problem with credentials is with the tour operators and the mostly
Spanish turigrinos, not with who issues the credentials. If no non-Spanish
papers are acceptable as of today, then presumably any credentials issued by
the Portuguese wouldn't be any good either.Still, I imagine a brief email to
the CSJ and to the American Friends of the Camino could clear things up
quickly enough.
