[Gocamino] credentials...

Since a number of the refugios require the presentation of the
credencial for entrance, it is more than just ink and paper, it is
your admission ticket — unless you are willing to take lodgings other
than the official refugios. Many people start at Roncesvalles and
there is usually a long line there of people getting their
credenciales, since they are issued by the folks in charge of the
refugio there. The church is nearby, but it would probably just
create a lot of confusion if every new pilgrim without a pilgrim
passport had to go there first to get one.

As far as I can tell any comments about the stamps are out of order.
I haven't seen anything in that letter that indicates a change in the
rules about sellos.

from what i can glean, could it be that the catholic church feels
compelled to remind pilgrims that the initial reason for the
pilgrimage is of a religious base?...and a bigger question could be,
does it really matter how many or of what sanction one's stamps come
from or if they "count"?...the point of the journey, in theory,
should be the journey, shouldn't it?...not the stamps or the
certificate at the end...simply ink and paper...no one can take away
or deny the experience of the walk.
