Hello you all,
Please note that I, personally, do know that so-called "Zone 1" DVDs play perfectly well in Brazil, Mexico and Argentina.
Efforts to play PAL DVDs in the States in computers at my office, the university, or home have all failed.  A University computer maven did something to the computer in my office there, (it took him a long time), and a PAL DVD played somewhat.
Further, since the quality of the picture and the comfort of the viewer is so very far superior when DVDs are viewed on a regular TV I cannot imagine why anyone would want to watch them on a computer monitor.
While loath to give anyone advise, I will say that if I did not have a machine that plays PAL DVDs I would just opt for the CDRoms.  Something is better than nothing.
I cannot answer your technical questions not comment on earlier-given technical information.  If an informative message does not follow the KISS (Keep It Short and Simple)rule of effective communication it just flies up and away over my head.
