Hi,
"The casco" is the oldest, original part of the city which was, at one time surrounded by a wall. Usually the significantly historical edifices and monuments are found in such designated area and modern-style buildings are not permitted to be erected there.
In Santiago the "casco" is also protected from vehicular traffic in that a metal pole, about one foot in diameter and about three feet high, situated in the middle of the street impedes the entrance of vehicles thereto. People who reside there, or taxis, or commercial delivery vehicles have a special card which they insert on a side machine to lower the pole and be able to drive through.
Generally the "casco" is the most culturally and significant part of the cities traversed by the Camino and, for pilgrims, that's "where the action is", particularly in Santiago.
