The same is true in Texas.  Recruiters seek waivers for selected
offenders and although a Judge doesn't actually say 'Army or jail' the
Court is actively involved in the process and their (Court's) input is
sought by the recruiters.  I have been a municipal judge in Texas for
the last 9 years and have been involved in several such cases, 1st time
misdemeants. 
 
I do agree, however, that military service and the Camino is not the
same thing.  The spiritual journey on the Camino is a far cry from the
journey one takes through the military, with different results.  I have
made both journeys, although the military one was not mandated or
suggested by the Court system.

The alternative armed forces service that our NY judicial may system
makes available  to acceptable, first-time offenders,  is done with the
full knowledge and approval of the military people.  It couldn't
possibly be  otherwise.  As I understand it, other states besides NY do
the same.
