I found the answer to my own question

St. James the Great, the son of Zebedee and brother of John, The Disciple
whom Jesus Loved. This is our James. Entombed at Santaigo (even the
Hagiographies of Eastern Churches hold this to be the case) one alternate
tradition has him burried in France. The Catholic Encyclopedia says its
possible the relics were divided and some are in France.

James the Less Son of Alpheus and also an apostle, martyred in Jerusalem.

James the Just, Bishop of Jesrusalem anf kinsman of Jesus (Brother,
Cousin, Stepbrother, depending on your beliefs) tomb is in Jerusalem.
