Another Credential question

For those starting at other destinations other than SJPP (like Conques,
France), can you get a credential other places?

For example, I'll be staying in Burgos for a month studying Spanish before
my pilgrimage walk in September - Could I get a credential in Burgos? in
Conques? or in Toulouse (visiting a cousin there)?
