[Cfp-interest 2556] Optional range errors

<math.h>, 7.12.1 Treatment of error conditions has:

281) Range errors that are required or implementation-defined shall or may be reported, as specified in this subclause.

It seems to me that "or may"  is wrong.  Why is it there?

Is it supposed to be two conditions as:
 Range errors that are required shall  be reported, as specified in this subclause.
 Range errors that are  implementation-defined may be reported, as specified in this subclause.
