The C23 CD, currently in ballot, has been posted to the CFP wiki:

WG14, including CFP, is restricted from discussing this draft until the ballot period ends, on the night of 21 December. David Keaton said "Just to make sure it's clear, the rule against discussing it is only at the international level.  The individual national bodies will discuss it within their own groups to decide whether and how to comment."
