[Cfp-interest 1554] TS3-as-annex

Here is a very preliminary revision of TS3-as-annex. It’s for review at the CFP teleconference tomorrow. Please do not distribute it.

This draft returns to the approach of requiring support for certain interchange and extended types, as in TS3 and n2342. It also includes several changes to address problems discovered after n2342.
