encodef32  takes a _Float32 (which is 32 bits or 4 bytes) and 
returns 32/8 = 4 bytes.  Seems to me that is a noop.

Also, can decodef32 be given an array of bytes that is not valid?
If yes, then it seems like it should return an error indicator (instead of void).
