6.10.8.3 lists decimal floating point is a conditional feature:

__STDC_IEC_60559_DFP__ The integer constant yyyymmL, intended to indicate support of decimal
floating types and conformance to Annex F for IEC 60559 decimal floating-point
arithmetic.
