[Cfp-interest 1359] Decimal FP types optional or required?

My understanding is the decimal floating-point types are required in C2X.
However, they are not required to conform to Annex F.

If they are required, then why does 5.2.4.2.3#1 have:

An implementation that does not support decimal
floating types shall not provide these macros.
