Since there appears to be some confusion on the meaning of FP_NORMAL
(it does not mean just normalized numbers), I propose adding a
footnote.


7.12#13 (2019/07/08 draft): Add footnote to end of: represent the
mutually exclusive kinds of floating-point values.

Unnormalized floating-point numbers may be either FP_NORMAL or
FP_SUBNORMAL floating-point values.
