status of postings to numeric-interest

Items posted to validgh!numeric-interest should be considered to be contributed
to the public domain by posters and recipients unless otherwise indicated in
the text of the posting.  This means, in particular, that recipients have
the right to gateway traffic on this list into relevant internal mailing lists,
as several sites have already done.

But if the activity level becomes comparable to that of an established newsgroup,
then I will propose that it become one.  That has not been the case except
very recently with the base conversion discussion.
