[Gocamino] [saintjames] Clarity on Credentials

Although I understand very well the new Spanish
credencial requirement (which won't affect me
personally as that's the only one I've ever carried)
... I too am baffled as to how that's going to solve
the problem of turegrinos, who are Spanish at least as
often as they are foreigners.

It's just curiosity ... what really were the
authorities thinking?
