Perhaps the Church feels responsibility, rather than ownership.  The 
pilgrimage is, after all, a pilgrimage to the shrine of a Catholic 
saint in a Catholic cathedral.  Church intentions may be good.  Our 
negative reactions to Church actions may say more about us than about 
the Church.
