Sorry about the lack of clarity.
The new albergue would be a much, much, enlarged, modernized and rebuilt replacement of the old, smallish, albergue.
Because it necessitates a much larger area on that precious site, its construction cannot go ahead without legislative sanction.

Now I'm confused. Do you mean build a brand-new
lbergue at the Seminario Menor? They operated an
lbergue in a large building there for some years. I
tayed there in '00 and '02, and it was open as late
s '06.
A little bit of a walk to the Cathedral, but not
nerous.
I know that albergue closed for a while and then
e-opened. Is it closed up permanently now, until they
onstruct a permanent albergue?
Is Monte do Gozo the only albergue de peregrinos
vailable now near Santiago?
