Is it true that this problem seems to occur later in the year?

Whatever kind of critters they are, if it is sanitation that is the solution, and if it is a lack of resources that contributes to this lack, then something can be done (if the right avenues to channel the resources to the refugios is known.)

I wonder if there is something else going on though.  These stories of lice and other paracites brought back memories to my relatives, of post war Europe, when many men, women, and children were dusted with some powder (God only knows what probably DDT).  They showed me documents with the term "delouseing"  on it.
