You can get a credential right at the Leon Cathedral.  
As you go in through the main door there is a small booth to the right; the 
attendant there will tell you where to go to get it.  Sometimes you can get it 
right at the gift shop, otherwise you can get it at the Diocesan offices on 
the street right behind the Cathedral. 
While in the Cathedral, DO visit the Museum there;  it is simply  and 
absolutely priceless.,  and take the guided tour that goes through the 
historical-treasures halls that have restricted access.  
In the rare case where there might not have the credentials at the gift shop 
and the offices are closed, someone  will direct you to an albergue, a few 
short delightful blocks away (through a popular market and narrow ancient 
streets) to get it.  There is always somebody there in the afternoon.
