Why does any non -religiously motivated pilgrim care if his or her
Certificate is not issued by the Church but  is issued by the
state/city/ or even the United Nations  instead?  (Santiago is a UN
cultural heritage site) Isn't it reasonable to to permit the Church the
freedom to respond to those with a religious motive, and allow the state
to respond to those whose motive is cultural/adventure/historical....
