While the Galician Xunta is the only one, to my knowledge, that has actively already punished restaurant/hotel abuses, I am sure that other regions have the means to do so as well since it is in their interest to promote tourism and the pilgrimage.
I would advise your friend to lodge a complaint at the Tourism Information Office where the cause of action arose.
