Fake albergues?

Hello you all,
The Galician Office of Tourism is investigating a web page that promises to accept reservations in a series of private albergues, situated in the Galician part of the French Way,
beginning in April.
The Web page in question describes seven albergues, and offers a one-week package that, in addition to assured space, includes health services while on the Camino and van pick-up when needed. The web is accepting reservations now, without deposit, stating that those interested will be contacted in March.
Upon investigation the Tourism office had learned that none of the seven municipalities where the purported albergues would be situated has received an application for such an albergue to open. All seven municipalities assure that no albergue will be allowed to open unless its sponsors have gone through the proper channels and undergone the proper inspections, etc., a process which takes about six months.
