It´s the first time I heard the "two stamps history".
I have attended a meeting last november with more than eighty hospitaleros. (the annual meeting of the "Asociacion de hospitaleros voluntarios").We made a rewiew of problems in albergues in 2003, and nobody reported it. 

Perhaps there was an exception in a particular albergue with no hospitaleros voluntarios. May I  know wich one?. 

For the rest i fully agree whit Jeffrey Crawley opinion.
