Ignacio,
As made clear in the article, the author wrote of her own personal experience and the difficulties that she mentioned are not altogether unkonwn to many of us. I've heard quite a few other pilgrims report similar problems and I, myself, on occassion have not found a bathroom available; because of this I had to learn, right during my first pilgrimage, to time carefully my liquid intake.
