There are more than one refugio in Leon.
One is at the convent; and the other is/was run by the ayuntamiento.

  The services at the refuge in Leon were incredibly moving.  At vespers
  the Mother Superior gave a homily about pilgrimage that had me in tears.
   The next morning at mass we sat with the nuns in the centuries old,
  carved choir stalls. Many of the pilgrims had already left before the 8
  am service. If possible, I would urge you to spend some time in Leon, if
  only to commune with the beautiful stained glass in the cathedral.  I am
  told that it is the best preserved and most stunning Medieval glass in
  Spain.  It certainly is magnificent.
