Richard,

I'd say that the starting point in Paris is Le Tour St. Jacques in Rue de Rivoli - halfway between Le Louvre and L'Hotel de Ville (the Town Hall) and a few hundred metres north of Notre Dame.
I've been told that the word "zero" is inscribed in the foundation of the tower to indicate that it's the starting point of the pilgrims route. When I was there some years ago the place was fenced in and it was not possible to get close to to have a looksee.
The tower is all that remains of a church that was broken down during the French revolution.
