[cfp-interest 3915] Quantum exponent from fromfp functions

Joseph S. Myers on the WG14 email list asks:

Should we specify the preferred quantum exponent for the return value of 
the fromfp functions for decimal floating types?  The lack of such a 
specification is another issue arising from the change in C23 to give 
these functions a floating return type, that I noticed while reviewing 
N3877 (it is, however, a separate issue from that one about specifying the 
sign of a zero return value, and can be addressed separately).
