It includes all the changes proposed including those from yesterday's 
meeting, i.e. frexp(), modf(), and ldexp(). Let me know if I missed
something.

The Rationale has been enhanced with informat about the syntax of special 
cases and a mention of the technical changes.

I still have to finish some strike-out clauses but I might leave that for 
a week or so while we are still checking the text especially because there 
are too many plus and minus signs.
