[cfp-interest 3554] action -- proposal to remove exp as an argument name

Hi, please find attached a draft proposal in fulfillment of an action taken
week before last.

Lurking behind this innocent cleanup in choice of identifiers is some
subtlety about identifiers "reserved for any use" and the informative
nature of identifiers appearing in prototypes in headers like <math.h>.
That discussion is not required for this simple proposal to stand on its
own.

Thanks to Jim and Rajan who contributed and to Vincent, who brought the
matter to our attention.
