[cfp-interest 3394] proposal re errors in functions that round narrow v3

Hi, per discussion at the 12 Feb meeting, here is the revised proposal:

Jim Thomas and I worked not just to address helpful comments from WG14 but
to go a step further toward proper parallel structure across all 5
functions.
