But even G.4.1 is slightly messy. Even my cleaned up version (but that is 
because I wanted to minimize changes).

The paragraphs in F.10.1 need a better structure and may need to be 
collated.  It is too hard to see the wood for the trees in some cases.

F.10.1 and what is now G.4.1 should be as consistent as possible for 
clarity. There are most certainly not as they stand.

I have a summary of both structures at this stage but is it too early
to mention the issues.
