[Cfp-interest 3163] Suggested DRAFT Modications to Annex F + G of C26 document

These address primarily inconsistencies between Annex F + G with the major 
change being special case syntax in Annex G uses mathematical inequalities 
just like Annex F.

Some terse or slightly confusing explanations are altered for readability 
or clarity.

It reflects the accepted change n3274.pdf which removes imaginary numbers 
and and a suggested change CFP 3155 which moves some of Annex G into the
main body of the standard.

There are currently explanatory notes and commentary within this document 
which will disappear from this draft.
