[Cfp-interest 2943] latest TS-4r and TS-5r drafts

Here are links to the latest drafts of TS-4r and TS-5r. These drafts include the changes mentioned in [Cfp-interest 2941]. Also, as follow up to [Cfp-interest 2930 and 2931], the type-generic macros for augmented arithmetic operations have been removed from TS-4r. Changes will be reviewed at the CFP meeting on Nov 8th. (Of course any of these changes will be backed out if CFP disagrees with them.)
