GB-173 was accepted, the wording for the new functions should follow the 
changes made there rather than just having an "if accepted" note.  Also, 
where this has strtoencdecdN and strtoencbindN in a Synopsis, those should 
be wcstoencdecdN and wcstoencbindN as in the heading.
