[Cfp-interest 2604] mailman upgrade

I have upgraded the mailman software that runs the cfp-interest mailing list.
I'm sure the upgrade fixes a number of bugs that haven't bothered us.   I
doubt that it fixes any of the features that have bothered us.

We were on 2.1.17 (2013).  We are now on 2.1.39.

But if you find that some old, or new, features are annoying you, let me know
and I will see if I can do anything about them.
