[Cfp-interest 2708] TS 18661-5 revision 20230227

Here’s an update to our draft post-C23 revision of TS 18661-5. The main change is to make the four features (evaluation methods, optimization controls, reproducibility, and alternate exception handling) separately supportable features, with their own feature test macros. We’ll review the document at the 2023-02-28 CFP teleconference.
