[Cfp-interest 1867] AI to list latest changes in TS part 3 as annex

The changes are:

1. Moved signaling NaN macros from <math.h> to <float.h>, replaced <math.h> style suffixes with <float.h> style prefixes, and allowed unary + or - in front of a signaling NaN macro while guaranteeing initialization to a signaling NaN. See new text in X.3 #6.

2. Eliminated use of intmax_t from the math function interfaces. See X.11.2: compoundn, pown, rootn, [u]fromfp[x] families.

3. Removed fmaxmag and fminmag functions and added the new max-min function from IEC 60559:2020. See X.11.2: fmaximum, fminimum, fmaximum_mag, etc. families

These changes reflect analogous changes in the main body of the standard.
