[Cfp-interest 1841] C math errors

Over the years, WG 14 and CFP have identified several problems with the C specification of math errors. Several changes have been made to fix particular problems, but some of these have later been found to be problematic in different ways. Coordinating the specifications in 7.12.1, Annex F, and IEC 60559 has proved challenging. Below is an attempt to examine the relevant definitions and identify the issues that still need to be resolved. It does not cover the specifications for individual functions.
