[Cfp-interest 1675] Triple (1,0,0)

WG14 N2478 in 5.2.4.2.3#5 mentions triple of integers (s,c,q).
5.2.4.2.2#2 says 's' is sign (+/-1).

Given that, would it be better if references to triple (1,0,0) and similar
be done as (+1,0,0)

Also, should 'triple' be added to the index.
