[Cfp-interest] footnote problems in TS part 1

In part 1 there is a change to C11 F.2.1 that has two footnote problems. See http://wiki.edg.com/pub/CFP/WebHome/cfp1x-20180903.pdf <http://wiki.edg.com/pub/CFP/WebHome/cfp1x-20180903.pdf> page 26. First, the text to be replaced includes an anchor for footnote 342, which should be 359. I will make an editorial change to fix this. The other problem is that the replacement text does not include an anchor for that footnote (nor does it delete the footnote). I suggest we place the anchor at the end of paragraph #3 in the replacement text. If there is no objection, I make this change as editorial.
