[Cfp-interest] Part 3 issue: *_EVAL_METHOD

The current FLT_EVAL_METHOD in C99/C11/part 1 and
DEC_EVAL_METHOD of part 2, do not play well with
the _FloatN, _FloatNx, _DecimalN, _DecimalNx types
of part 3.  I think it would be better if the
*_EVAL_METHOD macros (perhaps with new names) had
the value N of the type that is the minimum size
used to evaluate the given type hierarchy.
