[Cfp-interest] strfrom functions

At the end of our Feb meeting, we had a brief discussion about an inconsistency between the strfromflt function used for Parts 2 and 3 and the strfromfN, etc. functions in Part 3. To make them consistent, I believe we need to go with the approach in Part 3. As we noted, the strfromflt function relies on having length modifiers for all the types, and we've said we didn't want to define them (or format macros as in intypes.h) for all the data-interchange and extended floating types. Here's a draft for this approach, for all three Parts:
