[Cfp-interest] convertFormat, conversion from decimal to generic

Here's a draft for a fix to the problems we discussed today about the convertFormat operation in Table 1 in Part 1 and missing specification to cover conversions for decimal floating types to generic floating types. Please review.

In Part 1 in Table 1 change the convertFormat rows to:

convertFormat - different formats

cast and implicit conversions

6.3.1.5, 6.5.4

convertFormat - same format

canonicalize

7.12.11.7, F.10.8.7



In Part 2 in clause 8, after proposed new paragraph F.3 [11], add the paragraph:

[*] The binding for the convertFormat operation applies to all conversions among IEC 60559 formats. Therefore, for implementations that conform to Annex F, conversions between decimal floating types and generic floating types with IEC 60559 formats are correctly rounded and raise floating-point exceptions as specified in IEC 60559.
