Anybody who wants can extract the name of every public mailing list from
news.announce.newusers and send mail to everybody on every list.    
Unfortunately some people do just that.    This is the sort of thing that will
cause every mailing list and newsgroup to become moderated in a year or two,
whether we like it or not.    I guess that's what's to be expected from
exponential growth in the number of newcomers to the net.
