patent office request for comments

Dear Dr. Hough (or David, whichever you like),

  I saw your response to the Patent Office's request for comments in the
YSN.  I am also quite interested in this issue, and would like to respond.
Can you give me any more details about this request -- I haven't seen it.
If you have a copy, maybe you could e-mail me that, or maybe you could give
me a reference of where you saw it.  If you don't, I'll draft my own letter
based on what I can tell of what they were probably asking for from yours --
