"Functions to Support the IEEE Standard for Binary Floating-Point Arithmetic"
is the name of a paper by Cody and Coonen that appears in the current
TOMS, without any code however.    People looking for portable implementations
of the IEEE appendix functions logb, scalb, and nextafter, can find them
here, in principle, although numerous substandard implementations of IEEE
arithmetic will pose problems in some environments.

In practice,
"send 722 from toms" to netlib
should net you the TOMS algorithm 722, but what you get
currently is "not yet received from ACM".

Perhaps the authors can suggest an interim source for the source.
