fdlibm now available via mail from research netlib

Thanks to Eric Grosse, you can now get fdlibm by email - identical to the
ftp version except "Makefile" has been renamed "makefile". And soon there
will be other methods too:

fdlibm is now installed in netlib here, so you can say
mail netlibaresearch.att.com
send sqrt from fdlibm
if you're just interested in sqrt, or
send all from fdlibm
if you want the entire collection.
Tonight this will propagate by the various mirror processes to
the ftp server "netlib.att.com" where people can say
cd netlib
get fdlibm.tar
or can mouse around in Mosaic ftp://netlib.att.com/netlib/master/index.html.Z
to find fdlibm.
